American Institute for Research is Recruiting Experienced Personnel in Nigeria

Chief of Party – Nigeria
Required Skills and Qualifications:
• Minimum of a Master’s degree or equivalent in education or related field
• Minimum of 15 years of progressively more responsible international and donor-funded development experience
• Familiarity with USAID and other international donors
• Experience in policy and systems development at the state and local government level
• Experience in curriculum, education programming, management, budgeting,administration, teacher training and/or HIV/AIDS prevention education
• Experience in the area of orphans and vulnerable children
• Experience in building the institutional capacity of both public and private sector institutions to ensure sustained provision of services and better use of local, government, and donor resources
• Organizational acumen, excellent interpersonal skills, cultural sensitivity
• Excellent oral and written English communication skills
Desired Skills and Qualifications:
• PhD. or Ed.D Degree preferred
• At least ten years of USAID project management experience preferred
• Previous experience in Nigeria or Hausa-speaking individual preferred.

Senior Education Advisor – Nigeria
The International Development Program (IDP)
Required Skills and Qualifications:
• Candidates must have a minimum of a Master’s degree or equivalent in educational policy, management, pedagogy, or related field (PhD or Ed.D preferred), and at least 10 years of experience working with educational systems in developing countries, particularly in the areas of education policy, management, reform, and finance.
• The candidate will need strong leadership, management, and training skills to guide technical assistance work plans, conduct workshops, and build local capacity.
In addition to the above, the following skills are highly desired:
• Demonstrated experience serving in an advisory capacity to ministries of education.
• Experience working for and/or with non-governmental organizations carrying out social and/or education development activities
• Demonstrated exemplary diplomatic, communication and interpersonal skills
• Excellent oral and written English
• Prior working experience in West Africa, especially Nigeria.

Director of Monitoring and Evaluation – Nigeria
Required Skills and Qualifications:
• Master's degree in international development, education, demography, statistics or related field; 5 years of equivalent experience in monitoring and evaluation
• Experience with development of indicators and data analysis, with proven record in monitoring and evaluation.
• Experience in systems development and capacity building at the state and local government level
• Experience with PEPFAR indicator monitoring and reporting
• Demonstrated effective and interpersonal communication skills.
• Demonstrated computer skills in Microsoft Office Suite applications and statistical packages such as SPSS, Epi Info, etc.
Desired Skills and Qualifications:
• Experience in monitoring and evaluating USAID projects
• Previous experience in Nigeria
• Hausa language abilities.

EXECUTIVE DIRECTOR, PPP RESOURCE CENTER (REF: ICRC EDPPP/001)
Profile and Professional Qualifications:
• Must have a very good degree in a relevant field from a respected institution• A relevant post-graduate qualification in an advantage
• Some exposure to Economics, Finance, Engineering and/or Law would be very useful
• Should have been in management or senior management for a minimum of 10 years
• Must have personally managed a number of PPPS, varied international experience in this regard will be an added advantage
• Experience in specialist utility, financial/commercial expertise
• Evidence of having experience complex areas of transaction management
• Must have the experience of strict project management support system

TECHNICAL ADVISER, DIRECTOR GENERAL’S OFFICE (REF: ICRC TADG/004)
Profile and Professional Qualifications:
• Must have a very good degree in a relevant field from a respected institution
• Post-graduate degree in Economics, Finance or Engineering with proven specialist knowledge in public and private sector policy, development and administration
• Minimum of 10 years professional experience in PPP transactions and project finance issues, as well as policy dialogue and design for PPP frameworks in the context of developing countries
• Must be strategic in thinking and implementation: able to work at strategic and operational level with a track record of developing and delivering on transactions and projects in an advisory consulting capacity
• Possess effective interpersonal communication and negotiation skills including ability to build relation with external partners and to present and articulate complex issues in an easy to understand language for different stakeholders
• Able to develop innovative programme to strengthened public-private sector arrangements
• Must have excellent communication skills in the area of both business presentations and documentation
• Should have adequate exposure presence and maturity thus enabling him or her to adequately support the Director General.

HEAD, COMMUNICATIONS (REF: ICRC HDCOMM/005)
Profile and Professional Qualifications:
• A very good first degree from a reputable university, local or international
• A relevant post-graduate qualification in an advantage
• Must have at least 10 years of successful and verifiable experience in communication management
• Should currently occupy a management office with team managerial responsibilities
• Should show track record of fruitful relationship with different media channels and agencies
• Able to develop and drive the internal and external communications strategy of the ICRC

HEAD, INTERNAL AUDIT (REF: ICRC HDINT/006)
Profile and Professional Qualifications:
• Must be a graduate of Accounting/Financial management and must be qualified Chartered Accountant (ICAN)
• Must have at least 10 years experience of developing audit procedures and conducting audit within similar organizations
• Should currently occupy a management office with team managerial responsibilities
• Able to maintain current knowledge of developments related to the internal audit function, particularly legislation changes and development as they affect Federal establishments and new auditing techniques and practices
• Must have demonstrable credibility and integrity.
